Common welfare of our future - the innovative mechanism of the citizen's budget on the example of the city of Gdansk

Abstract

Citizen’s budget is making decision process in which residents create a local budget for a city. The first ideas of a civilian budget were formed in South America in the 1990s. Porto Alegre is a Brazilian City where the citizen’s budget mechanism was applied first. Participatory funding is one of the most effective participatory practices aimed at involving citizen’s in the management of their cities. Citizen’s budget promotes innovation and enterprise. The participatory budget has an impact on the socio-economic aspects of access to territories and social groups at risk of social exclusion. Gdansk is a city with over 1000 years of history. Today the capital of the Pomeranian Voivodship is inhabited by about 462 thousand residents. The inhabitants of Gdansk are very active in urban affairs. Annual expenditure on the citizen’s budget is constantly growing. Participation budget in Poland is gaining popularity every year. Citizen’s budget is the ideal solution to manage the funds allocated to a given urban area without much political dispute.
