Abstract

The European Commission refers to social dialogue as one of the solutions by which the principles embodied in the Pillar can be implemented, declaring support for the resumption of social dialogue at the European level and stressing the role of dialogue between employers 'and employees' organizations. At the same time, the very approach to the principle of 8 Pillarmay raise doubts. The "Social Scoreboard", which is one of the instruments of implementing the principles included in the Pillar, completely omits the indicators related to social dialogue and employee participation. Real social partners involvement at the European leveland national level to a large extent depends on their will to act and the nature of initiativestaken. It is doubtful, however, whether the EPSR itself and the instruments used to implement the objectives set out therein will provide social partners with new tools to streng then socialdialogue.
