Apart from public administration bodies in the sense of the political system, also public administration bodies in the functional sense have statutory powers to issue decisions in individual cases. The legislator grants the power to issue decisions to entities of a different legal nature - both public and private. However, public administration bodies in the functional sense can be classified according to the criterion of "proximity to connection" with the state structure. Thus, they can be entities ranging from public law, through quasi-public to private law. Thus, three groups of "functional organs" can be distinguished. First, of a public-law nature - belonging to the broadly understood state apparatus. Secondly, of a quasi-public nature - neither fully public nor private (mixed). Third, entities of a private law nature.
