The Polish Review of International and European Law invites submissions for an issue on the principle of non-intervention

The principle of non-intervention is one of the established and well-known principles of international law. Although the principle has been enshrined in several international instruments, including United Nations Charter and General Assembly resolution no 2625, its scope and content is defined only to a limited extent.   Against the background of the rising importance of integration and globalisation processes in international relations principles of non-intervention could have been considered as rather vague, obscure and outdated norm.

Still, in the last decade  there seem to be a renewal of  interest of states, internationalised organisations and even non-state actors to refer to principle of non-intervention. The principle has been discussed in last decade in many different context – protecting democratic election processes, evaluation of secondary sanctions, defending against economic coercion, fighting against corruption, instrumentalisation of migration or grating political asylum.

As a result, the growing  practice suggests the need to evaluate the interpretation and application of the principle of non-intervention taking into account inter alia such issues as:

•      non-intervention and the process of internationalization (in particular in the context of protection human rights, rule of law and democracy);

•      non-intervention and the process of states integration ( including European Union legal order);

•      non-intervention and globalisation;

•      non-intervention in an era of geopolitical rivalries (war in Ukraine, economic rivalry between China and the US, use of unilateral coercive measures.);

·       non-intervention and application of international law to cyberspace;

•      non-intervention and sanctions both primary and secondary;
