Renewable sources of energy as a chance of creating pro-ecological image of local self-government

Abstract

The article shows an obligation of the local government to taking care of the environment using best available technics, i.a. alternative energy sources. Renewable energy sources are presented in the context of European general rules of protection of the environment. According to the rule of integration of the politic of environment protection with sectorial politics, the energy sector must not harm the natural environment. The prevention rule requires taking actions preventing to the air pollution, in turn the rule ‘polluter pays’ introduces the penalties for harmful emission. In accordance with the rule of high protection level, every activity should remain consistent with environmental protection. The rule of removal the damages in origin promotes the use of clean technologies. The rule of complex protection emphasises the importance of clean air. The article clarifies the role of the rules of sustainable development and public participation. In the second part of article authors present connections between local self-government and renewable sources of energy in the national law. The article contains also the description of the presumption production of energy and its advantages, financing methods and some examples from Poland and EU countries.
