Evaluation in society. The Polish experience

Abstract

There are many versions of Polish inception of evaluation research in a process of political, social and eco-nomic transformations. Many institutions aspirates to the role of the animator. Actually it is worth to stress that evaluation research were seriously studied and even conducted before the Polish accession to European Union and before the foundation of the Polish Evaluation Society. Evaluation process as a consideration of the values engaged in social system of the decision making process was only one component of the broader horizon of transformations and reforms in each sphere of public and organizational life. If we understand the mission of the evaluation as a something more than system of assessment techniques, just a proper strategy of practical valuing in its cultural context is a kind of social responsibility of evaluation. That is why not technocratic needs of the managerial systems but animation of the democratic social changes constituted Polish way to evaluation and its fundamental developmental challenge.
