Socio-economic analysis in policy evaluation

Abstract

The article concerns the use of certain elements of the methodology of economic analysis in the evaluation of public policy. The basic economic concepts have already been introduced to evaluation a number of years ago and acquired the status of the necessary tools for assessing the rationale of public intervention or any efforts to solve social problems and to meet the various deficits. It concerns primarily the criterion of efficiency, which refers to the relationship between resources and the obtained short- and long-term effects. However, the analysis carried out in a large number of cases were rigorous and consequently led to superficial assessment. These, in turn, are not a firm basis for the delivery of useful recommendations. The article describes some basic tools used in economics, which can be successfully used in evaluation research. For each of them the key concepts were adapted and operationalized such as: value, price, or monetization.
