DYPLOMACJA PUBLICZNA DIASPOR. PRZYCZYNEK DO ROZWAŻAŃ

Abstract

This article aims to outline the role of diasporas in public diplomacy, leaving room for a more in-depth research, including fieldwork. First, within analysis of the literature and history of the relevant practices, matrix of four models of public diplomacy is defined. Diasporas' public diplomacy should be included in the foreign-grassroots-public diplomacy. Achievements of many disciplines would be helpful in constructing and explaining the theoretical framework, though the starting point is the research on emigration and immigration policy, identity politics, and the apparatus of international communication. Following the analysis of key publications, public diplomacy of diasporas is defined as activities of national and ethnic minorities, immigrant groups with a sense of ties with the country of its birth, or the origin of their ancestors; sometimes these groups are from the outside the circles of the diaspora, but emotionally and professionally committed to its affairs. These activities are conducted in the country of immigration or in a foreign land in general and involve, among others: advocacy for the strategic interests of the sending State; promotion of national and regional culture; creating a positive image by direct input to media flows; protecting the good name of the country of origin or country of the heart; cooperation with the relative authorities. Then, the identification and review of selected cases of mobilizing and engaging diasporas – around the top-down and bottom-up political and non-political priorities – is pursued. A few examples of pioneering organization in the world is given, and some of the states' practices (including Canada and Poland) is highlighted. Finally, the authors are going to outline examples of Polish diaspora activities, including capacity-building for educational purposes and anti-defamation solutions.
