Handicapped Persons in the European Union - the Situation and Perspectives

Abstract

People with disabilities are a group of people particularly vulnerable to social exclusion and poverty. This is mainly due to: negative social attitudes; more difficult access; low level of education and low level employments; insufficient support in education; lack of economic policies to compensate for the additional costs of disability; lack of competent, specialized services, which ultimately leads to the fact that these people have to use institutional forms of care several times. Recognizing this fact, the European Union and the Member States shall include these persons in all activities aimed at social marginalization. Significant changes in the perception of people with disabilities have been observed in recent decades. Efforts have been made for full integration for over a dozen years in the Union. The idea of ​​creating a society open to all, regardless of individual limitations, is spreading. A number of activities undertaken in this area have become an inspiration for of this reflection, in which an attempt was made to present selected principles of the EU social policy towards people with disabilities.
