Evolution of the United States Electoral College

Abstract

This article discusses the evolution of the electoral system for theUnited States executive during the Constitutional Convention and in the course of the debates regarding this issue. It also describes the 1788/9, 1792, 1796 and 1800 presidential elections and the debates on the need for amendments to the Constitution, culminating in the adoption of the Twelfth Amendment. Particular attention is paid to the institution of the Electoral College and the rules for contingency elections.

The article makes use of the records both of the Constitutional Convention and of the debates held during its ratification, as well as of subsequent debates in Congress. It gives a review of the work done by American scholars on the issue, which has not yet been addressed by Polish scholars. Moreover, this article includes the first Polish translation of the essay known as Federalist No. 68, a fundamental text for this issue.
