‘Whole of Government’ and ‘Whole of Society’ – effective action to build up society’s awareness and resilience to threats in information space: countering disinformation in Poland

Abstract

The scale and significance of threats in information space due to disinformation has never been so vast. Countering these threats calls for a systemic and multifaceted approach based on a broad educational background, effective legal regulations and coordinated work by the State and other institutions and organisations. The Whole-of-Government Approach combined with the Whole-of-Society Approach means joint activities performed by various government agencies and society treated as a whole to meet the complex challenges of disinformation and provide comprehensive solutions to specific large-scale problems. The crisis caused by the COVID-19 pandemic and the ongoing war in Ukraine clearly shows that multi-level cooperation by many entities is the only way to build up social awareness and resilience to disinformation.
