The duties of local government in Poland to maintain climate security for the local community

Abstract

This article is based on a research hypothesis that threats associated with global warming require an active response at the lowest tier of local government level in addition to national and international efforts. In Poland both the legislator and government administration and, surprisingly, environmental organisations as well have failed to appreciate the need for such an approach. A special role in addressing this shortcoming should fall to the system of planning and spatial development, which should guarantee local communities statutory access to the instruments they need to contribute to environmental and climate protection. More and more municipalities and rural gminas are making joint efforts to protect the climate. Poland needs to follow the example of other countries and adopt a climate act in which local governments should be treated as important partners and not just as implementers of recommendations issued by central government. Local bye-laws should be acknowledged and treated as an opportunity to reconcile local needs with the broader public interest.
