The role of public administration in meeting Poland’s housing needs: the need for a new approach

Abstract

The subject of this paper is an analysis of the extent to which Poland’s contemporary public administrative authorities are meeting their duties in resolving housing needs. Te point of reference in this regard is Art. 75 of the Polish Constitution. Currently, the availability of housing is highly restricted, which raises the question whether the existing policies should be revised. The last few decades show that the best solution would be to abandon the housing market model in favour of a housing sector, i.e. rented accommodation in which emphasis is placed on the active role of the State in expanding the available housing resources. This should be supplemented by social housing (i.e. council houses, cheap rented accommodation provided by a local authority) and the private sector. These systems should operate on a complementary basis with respect to one other.
