Underfunding of Polish local administrative authorities as regards their statutory duties and commissioned tasks, and the chances to resolve the problem

Abstract

Local administrative authorities in Poland are not receiving sufficient funding from central government, and this should be recognised as one of the challenges facing the country’s public administration. In this article, I assess the scale, causes and effects of the phenomenon. Furthermore, I attempt to determine to what extent the conflicts which arise in this respect are natural in character and similar for all Polish local (territorial) authorities, and to what extent the phenomenon has intensified in recent years. I suggest a strategy for the defence of local authorities, the weaker party facing this predicament, and examine the good and bad effects of each of the actions they may take. I also give a forecast of the potential consequences which may come if the legislator fails to remedy the situation.
