Poland’s National Broadcasting Council in the face of threats to media pluralism

Abstract

The topic “Te National Broadcasting Council in the face of threats to media pluralism” is part of the issue of the relationship between the public administrative authorities in Poland and contemporary risks. Media pluralism is a key aspect of press freedom, and freedom of the press lies at the very foundation of democracy. The main topic of this article is formulated in the question “What is the position of Poland’s National Broadcasting Council to threats to broadcasting pluralism?” The research carried out for this paper leads to the conclusion that the National Broadcasting Council is not doing enough to promote media pluralism: its efforts to counter threats and prevent risks are bringing only a negligible amount of success, and it is not doing much to ensure pluralism for broadcasting. The problem is not that the Council does not have the legal instruments to take action, as it claims, but that it is a collegiate body, politically dependent on the entities which appoint its members. The first thing the National Broadcasting Council should do is to recover its independence, which also raises the question of whether keeping the present way its members are appointed is the best solution to the problem.
