Integrating foreign citizens with the local community: legal regulations and challenges for Polish local

Abstract

This article examines the legal aspects of projects to integrate foreign citizens living in Poland with the local community. Due to our article’s limited length, we have restricted our study to issues related to local government. Te direct impact a local authority has on the lives of individuals means that integration projects should focus primarily on this area. Therefore we recommend specific solutions to provide a legal framework for systemic integration measures. They are based on the main values and legal principles of the Polish legal system as well as on the assumption that integration is a process involving both migrants and the local community. In particular, we propose that all the entities operating within a local (territorial) authority should have duties related to the integration of foreign residents assigned to them. We consider this an opportunity to make better use of the benefits of integration.
