The impact of war in Ukraine on enhancement of the EU’s resilience

Abstract

The EU’s response to the war in Ukraine constitutes a special kind of test of its resilience. Standing up for the victim of Russian aggression has brought a significant reduction in economic cooperation with Russia, affecting most areas of the EU’s activities. Consequently, the EU’s approach to this conflict may impinge on all the operations of its integration project. In this context, the war in Ukraine has enhanced the importance of resilience in EU law, or even made it a generally applicable concept. “Resilience” has proved to be a capacious and useful concept in the conditions of the next crisis the EU had to face after COVID-19. Undoubtedly, the value of this concept is its dynamic nature, determining ability to adapt under prevalent conditions. Building up internal resilience, especially in key economic areas, may also be important for the EU’s ability to support Ukraine. In the long term, the EU’s development of its socio-economic resilience may turn out to be an effective instrument not only to wrest itself free of economic dependence on Russia, but also to reduce its dependence on China.
