Public administration and public health risks: selected issues

Abstract

Security is the basic need for human society and its institutions. It is also the condition which must be met if we are to enjoy social growth and progress in civilization. The principle defined in Article 5 of the Constitution of the Republic of Poland says that the basic objective of the tasks assigned to public authorities is to ensure security for the citizens of Poland. As defined in the Constitution, this principle determines the aim of the actions to be taken but leaves public authorities free to choose the means and methods for their implementation. If we assume that security means the prevention of all manner of threats and attacks, then one of our key tasks in the provision of security will be to counteract risks which are the very opposite of security. One of the components of security is health security; thus, factors posing a public health risk come under the tasks of public authorities, which are to diagnose, monitor, and prevent them or minimize their effects. Actions taken to diagnose and monitor health risks are particularly important, because they will determine the effectiveness of operations to prevent the occurrence or reduce the effects of health risks, which is particularly important as regards new risk factors. The main ideas in this article focus on issues evoked by the question of legal instruments for the diagnosis and monitoring of public health risks as well as for the coordination of operations to ensure health security.
