Establishment and early operations of a provisional department attached to the Second Department of the Vilnius Central Court (1805–1806)

Abstract

On February 25, 1806, the Tsar of Russia issued an imperial decree to establisha provisional department attached to the Second Department of the Vilnius CentralCourt. Its task was to clear the backlog of cases in the Second Department. Thisarticle presents the origins of the Vilnius provisional department, the work doneto organize its office and headquarters, and take over the court records it wouldneed. An account of the beginnings of this institution provides an opportunityto describe the reasons for the long delay in processing civil cases in the Central Court of the Vilnius Governorate, and the extent of the backlog.
