Abstract

The period around the turning point in Roman history from its Republican phase to the Principate featured numerous changes, political and constitutional as well as administrative and socio-economic. The change in the way the state was governed resulted in the emergence of new public bodies that overshadowed their earlier counterparts. These changes also affected the municipal fabric and infrastructure, and the way in which municipalities, especially Rome, were governed.

The political transformation along with the social changes attending it gave rise to a change in the functions performed by public administration in the field of urban infrastructure, bringing about a significant expansion, and a modification in the way these functions were carried out in line with contemporary needs.
