Abstract

The aim of this article is to describe the process whereby two large social group, women and Black Americans, were brought in for jury service in the United States courts. For many decades, persons from these groups were hardly ever appointed to serve on American jury panels. This was due to the legal provisions applicable at the time, as well to specific decisions taken by persons responsible for completing panels in particular jurisdictions. I also discuss the motives for the systematic exclusion of these two groups, as well as the arguments put forward by campaigners for the admission of women and Black Americans to jury service in the federal and state judiciary.
