Participation of Local Government Units in Financing Health Care

Abstract

The management and financing of health care is one of the most important aspects of the operations of modern states. Te authorities of modern states pay a considerable amount of attention to the management of health care, and this is also reflected in their legal systems, which are focusing more and more on specific aspects of health care. An important aspect of a given state’s system of health care is the model it adopts to manage and finance its health care facilities. Naturally enough, this largely determines the kind of management solutions the given state uses and the principles it decides on to finance its health service. At the same time, this is connected with the implementation of the individual’s right to health care, and hence with the state’s duty to provide its citizens with access to health care services financed from public funds. This study analyzes the structure of sources used to finance health care systems – with particular attention to public funds allocated for this purpose by local government units.
