Special arrangements for the protection of electricity consumers in the light of the duties of the Polish public administrative authorities

Abstract

In Poland the legislator has provided a special allowance and price freeze to protect private consumers against rising prices for the household supply of electricity. These arrangements have had an effect on the work of public administrative authorities. Te duty to grant and pay out the electricity allowance has been delegated to local authorities, while the President of Energy Regulatory Office, has been given new powers to approve tariffs to be charged by companies supplying energy previously exempted from the obligation to submit their tariffs for approval. Unfortunately, these regulations were rushed through the legislative process, which meant that they were not flawless and have had a negative impact on the way public administrative authorities could carry out their duties to protect electricity consumers.
