Accessibility in Poland’s system of higher education and the prevention of the exclusion of students with special needs

Abstract

Accessibility applies to every area of life including higher education. Poland’s Accessibility for Persons with Special Needs Act (Ustawa o dostępności dla osób ze szczególnymi potrzebami) has imposed certain obligations relating to architectural, digital and information and communication accessibility on public entities. Furthermore, the Polish Law on Higher Education (Ustawa prawo o szkolnictwie wyższym) lays down the duties incumbent on schools of higher education regarding accessibility in their recruitment, education and research processes. Currently we are observing Polish universities and colleges adapting to the new requirements. The aim of this article is to give a viable definition for “a person with special needs” in the Polish higher education system, and to present the adjustments required under the new legislation. It examines the applicable provisions of Polish law and the internal regulations implemented in the country’s institutions of higher education, to obtain a picture of what is being done as regards accessibility and the prevention of exclusion of students with special needs.
