Digital Accessibility Policy for Journals Published by the UKSW Publishing House
This Digital Accessibility Policy applies exclusively to journals published by the Publishing House of the Cardinal Stefan Wyszynski University in Warsaw (UKSW Publishing House) and made available on the UKSW journals platform. Journals of other publishers using hosting services on this platform publish their own accessibility information and accessibility statements and provide their own contact details regarding accessibility matters.
The UKSW Publishing House sets out here the principles, obligations, and good practices that journals published by the UKSW Publishing House are required to follow in matters concerning digital accessibility.
1. Legal Basis and Standards
Websites of journals published by the UKSW Publishing House are subject to the requirements arising from the Act of 4 April 2019 on the digital accessibility of websites and mobile applications of public entities, as amended on 9 March 2023.
The requirements set out in the annex to the Act are considered fulfilled taking into account points 9–11 of the Polish Standard implementing ETSI EN 301 549 V3.2.1:2021.
2. Accessibility Statement
An Accessibility Statement is published for the UKSW journals platform with regard to journals published by the UKSW Publishing House, using the template specified in Commission Implementing Decision (EU) 2018/1523.
The Accessibility Statement is prepared for each language version of the journals platform and in the language corresponding to that version.
The Accessibility Statement is reviewed and updated by 31 March each year and immediately following any changes that may affect digital accessibility.
This section is informational in nature and describes the applicable principles and procedures. The detailed compliance status and the list of inaccessible content are provided in the Accessibility Statement available in a separate section of the UKSW journals platform.
3. Publications and Files
Editorial teams of journals and the UKSW Publishing House strive to ensure that published content, including article files in PDF format, is prepared in a manner enabling its use with assistive technologies.
In particular, this concerns articles prepared in accordance with templates and author guidelines that take digital accessibility requirements into account.
4. Reporting Problems and Requesting Accessibility
Everyone has the right to request the provision of digital accessibility for a specified website, mobile application, or element thereof, including a document published on the journals platform, and, where this is not possible, to request an alternative means of access.
Requests and notifications may also concern content or elements of the journals platform that are temporarily unavailable or have been indicated as excluded from the obligation to ensure accessibility. In such cases, the UKSW Publishing House provides information and, where necessary, an alternative means of access in accordance with the Act.
4.1. How to Submit a Request
Requests should be sent to: dostepnosc@uksw.edu.pl.
The request should include:
1. contact details of the person submitting the request;
2. identification of the website, website element, or document concerned by the request, preferably by providing a link;
3. the preferred method of contact;
4. the preferred alternative means of access, if applicable.
4.2. Deadlines for Processing Requests
1. Accessibility is ensured without undue delay, no later than within 7 days from the date of the request.
2. In cases requiring technical work, the deadline may be extended in accordance with the Act, but no longer than up to 2 months, together with an explanation of the reason and a new deadline.
4.3. Alternative Means of Access
If the UKSW Publishing House cannot ensure accessibility in accordance with the request, it shall indicate an alternative means of access to the content.
An alternative means of access may consist in particular of providing telephone, correspondence-based, or electronic contact, as well as other forms specified in the Act.
4.4. Refusal
The UKSW Publishing House may refuse to ensure the accessibility of a given element if doing so would involve a risk of compromising the integrity or reliability of the information provided.
4.5. Complaint
In the event of refusal to ensure accessibility or refusal to provide an alternative means of access, the requesting person has the right to submit a complaint. Complaint procedures are governed by Section VIII of the Polish Code of Administrative Procedure.
