Accessibility Statement for Journals Published by the UKSW Publishing House

1. General Information

The Publishing House of the Cardinal Stefan Wyszynski University in Warsaw (UKSW Publishing House) is committed to ensuring the digital accessibility of journals published by the UKSW Publishing House in accordance with the Act of 4 April 2019 on the digital accessibility of websites and mobile applications of public entities.

This Accessibility Statement applies to journals published by the UKSW Publishing House and made available on the UKSW journals platform. It does not apply to journals of other publishers using hosting services on this platform; such entities publish their own accessibility information and accessibility statements and provide their own contact details regarding accessibility matters.

The general principles concerning the provision of digital accessibility are described in the Digital Accessibility Policy available in a separate section of the UKSW journals platform.

2. Compliance Status

Websites of journals published by the UKSW Publishing House are partially compliant with the accessibility requirements specified in the Act of 4 April 2019 on the digital accessibility of websites and mobile applications of public entities, taking into account the amendment of 9 March 2023, and with the ETSI EN 301 549 V3.2.1:2021 standard in relation to WCAG 2.1 Level AA.

Partial compliance results from the non-compliances described below, which mainly concern some documents published on the platform.

3. Inaccessible Content

3.1. Non-compliance with Regulations

Some published documents, in particular scholarly articles in PDF format, do not fully comply with digital accessibility requirements.

1) lack of semantic structure, i.e. PDF tagging;

2) lack of structural headings, e.g. H1, H2;

3) lack of alternative text for graphics and images;

4) lack of language identification for documents and foreign-language fragments;

5) lack of proper table structure;

6) lack of navigational elements in documents.

3.2. Scope of Non-compliance

The indicated non-compliances primarily concern archival publications published before the implementation of the current digital accessibility standards.

In the case of current publications, the UKSW Publishing House has implemented procedures ensuring digital accessibility, including in particular:

1) the use of unified publication templates;

2) supplementation of metadata;

3) introduction of alternative text;

4) verification of document accessibility before publication.

As a result, currently published articles fully or substantially comply with digital accessibility requirements.

3.3. Impact on Users

1) limited accessibility of content for users relying on screen readers;

2) lack of access to information contained in graphics;

3) errors in the reading of document language and structure.

3.4. Causes of Non-compliance

1) the nature of the publishing process and work on author-supplied materials;

2) the need to adapt archival materials;

3) the gradual implementation of digital accessibility standards.

4. Website Accessibility

Websites of journals published by the UKSW Publishing House largely comply with digital accessibility requirements.

1) possibility of operating the website using a keyboard;

2) proper structure and hierarchy of content;

3) appropriate contrast between text and background;

4) readability of content when enlarged;

5) proper operation in popular web browsers.

5. Preparation of the Statement

This Accessibility Statement was prepared on the basis of a self-assessment conducted by the UKSW Publishing House.

Date of preparation: 18 March 2026.

The accessibility assessment was carried out using:

1) automated tests;

2) manual tests;

3) tests involving assistive technologies;

4) tests involving users with different levels of disability, including blind users relying on assistive technologies.

The scope of the assessment included analysis of:

1) platform websites;

2) system functionalities;

3) selected articles in PDF format.

7. Procedure for Reporting Problems and Requesting Accessibility

Everyone has the right to:

1) submit comments regarding accessibility;

2) request the provision of digital accessibility;

3) request an alternative means of access.

Requests and notifications may also concern content that is temporarily unavailable or elements excluded from the obligation to ensure digital accessibility. In such cases, the UKSW Publishing House provides information on the reasons for the limitations and, where possible, an alternative means of access to the content.

The request should include:

1) contact details of the requesting person;

2) identification of the website or document;

3) description of the problem;

4) preferred method of contact;

5) preferred alternative means of access, if applicable.

Deadlines for Processing Requests:

1) accessibility is ensured without undue delay, no later than within 7 days from the date of the request;

2) in cases requiring technical work, the deadline may be extended in accordance with the Act, but no longer than up to 2 months, together with an explanation of the reason and a new deadline.

Alternative Means of Access:

Where accessibility cannot be ensured, the UKSW Publishing House provides an alternative means of access to the content.

8. Appeal Procedure

In the event of refusal to ensure digital accessibility or to provide an alternative means of access, the user has the right to submit a complaint.

Proceedings are governed by Section VIII of the Polish Code of Administrative Procedure.

9. Continuous Improvement of Accessibility

The UKSW Publishing House undertakes continuous activities aimed at improving the publishing process and gradually adapting publications to digital accessibility requirements.

These general principles, obligations, and good practices are described in detail in the Digital Accessibility Policy available in a separate section of the UKSW journals platform.

The document is prepared in two language versions: Polish and English. The Polish-language version shall be considered the original and authoritative version. In the event of any discrepancies or doubts in interpretation, the Polish version shall prevail.
